Nobody really writes laws anymore...too obvious what you're doing... they just 'tweak' existing laws with a little change to the language here and there slowly, patiently, until they have exactly what they want.

Seriously, look at your average bill before congress and tell me you can make sense of it without referencing five hundred existing laws that had the language altered a little bit here, a bit more over there by the act...it's opaque on purpose...
