With Google Maps, the title says Washington at every zoom level.

However, the border shows Maryland on outside and District of Columbia on the inside. Similarly on the Virginia border, it's Virginia and District of Columbia on the inside.

Also, Who cares what Google labels or mislabeles on a map. They are not the official word on maps. Wake me up when our own government maps remove DC from the official maps.
