every seller will have to prove he is not trying to make a profit, or he will be required to ensure the purchaser undergoes a background check before taking possession of the firearm.

Only the government is allowed to profit off the sale of firearms -- preferably to cartels or terrorist organizations. That's their M.O.

It's the carrot or the stick tactic. The carrot is the private seller making the private purchaser take a background check. The stick is the ATF up the private seller's ass making him prove is innocence.
