It does have a point. He can filibuster and hold the bill up. Then the Senate would have to get 60 votes to break the filibuster. There are enough POS RINOs to provide that, but if Rand Paul succeeds in getting enough people to complain and call their senators it could be possible. Plus the vote to override the filibuster will of course be on the record. Just before the next election.
