It doesn't appear to be an Indictment??? It appears that Homeland Security has filed a civil suit against a Philippines election official

The Department of Homeland Security's Homeland Security Investigations (HSI) filed a bribery case against Bautista with the US District Court in the Southern District of Florida on Sept. 19, 2023.

No Indictment has been announced yet

Actually here's a case where Homeland Security worked with DOJ that led to criminal Indictments. I was unaware of HLS did this.
