Do you know if there is any plumbing, water lines or other infrastructure underneath? If the sidewalk is just over the hard-packed clay soil, it won't matter.
Smoothing and leveling up the sidewalks probably additionally saves the city from being hit with lawsuits from people tripping or falling from an uneven sidewalk.
Have you seen.i think its the george washington? bridge? Coming from mass into ny heading up towards amsterdam. I thought i was gonna die going over it. Holes that you could see the water through. It was rotted so bad that i dont think its even connected to land.

Really old but would explain why its falling appart in thatspot. therss nothing backing it. Not saying its a good thing either just saying its probably not as bad as some will think it is

Just soil, but I have never seen it done, in any other city….
