There is more to this I think, than what we are seeing. There is simply no need sign over the Governorship like this, such as would be the case for a sitting US President to temporarily sign over authority to the VP when say a surgery is taking place -- it's not as though AZ could be marching to war at any moment and needs someone to be ready, though with the criminal foreigners coming in, truthfully we are at war so to speak.
