This just made me think of something really bad. These aren't going to be targeted to be used in the country or the suburbs - they are destined for the big cities. The fact that these cars are stuck makes sense because they have to be programmed to not move if something is in their way and in danger of being hit.
So what would happen if, for example, these were made into taxis in DC, and while one is stopped at a red light 2 people come up to rob the passengers - one stands in front and the other points a gun and forces the rider to open the door? The car won't go anywhere with someone standing in front of it. The passengers are sitting ducks. It is like a lottery for thieves.
