Legally this is gonna get very interesting very quick.

If we apply the same logic that liberals due to voter id, this is an incredibly "racist" practice. Far moreso than voter id because at least people can get a free id.

All of the poorest people I know don't have two things: phones and/or credit/debit cards. The photo id at least comes and goes as they lose it and someone helps to get them a new one.

Probably a near precursor to a UBI.
