If Devolution (Military Plan) is in fact true and Trump is still Commander-in-Chief (War time President - President in exile), then IMO he could not simultaneously/effectively become Speaker of the House.

The VP does. The VP is vice president in the Executive Branch and also rules over the Senate as president of the Senate in the Legislative Branch.
But the VP can only vote in a tie-breaker. They aren't Senators - they are outsiders not elected by the people as a Senator (currently). Just like Trump would be if he was SoTH - he wouldn't actually be a CONgressman because he was never elected as one by the people.
However it appears the VP is actually an officer in the Legislative branch as well so VP can actually serve in both branches. No idea about POTUS though.
Kamala did! She did not vacate her Senate seat when running for president until she illegally stole the election as was named VP!
