5:5 does not mean "understood." At least not in the military or LEO spheres. 5:5 means everything is copacetic, ok, or "all good."

As in, "Hey Chief, how's the situation there?" "Situation is 5:5. Everything is under control." "10/4, Chief."

In all my military years, not once was "5:5" ever used to mean "understood." It was always either "10/4" or "copy."
