Biden said yesterday that in the coming days there will be an announcement on alternative ukraine funding. They are still getting their money without congress involvement

He will rob Peter to pay Paul. Probably pull money out of the Postal System Retirement Fund and then write the fund an IOU, and never pay it back. There are ways around Congress.
