This is a political statement. There's a problem with the passage idea. It's called Iraq and Turkey. Iraq is a puppet state of the US and Europe, to which the military is well entrenched. IMHO, Turkey isn't an option in that they are a secret ally of Israel and also a NATO member.... So, it's most likely a political statement in support of Hamas.
You are correct in saying, "Turkey's allegiance goes with the wind and very fickle." Turkey has a poor reputation among Arab States. Erdogan is not really an ally to anyone. He is a megalomaniac having grandeur visions of reestablishing a new caliphate stretching from the Balkans all the way to western China, in which the 'caliphate' Ankara would be the center of it. This isn't really just an Erdogan idea either. Successive Turkish leaders have all had at one level or another the same basic concept. This is why Turkey is in Syria. If the conditions are right, they are planning on annexing more territory from the Syrians. While Turkey covets the Crimea believing it historically belongs to them, they also lay claim to all the Black Sea as historically belonging to them too. Turkey, being a NATO member, has been caught supplying Ukraine with weapons and repeatedly uses it's NATO membership as a vice against both Russia and the United States and Europe.
