8(b)(3)(B) of rule I:

As soon as practicable after the election of the Speaker and whenever appropriate thereafter, the Speaker shall deliver to the Clerk a list of Members in the order in which each shall act as Speaker pro tempore under subdivision (A)

So McHenry was selected by McCarthy. Making his placement on this day even more intentional. (i.e. McCarthy would have known McHenry would be up to bat).

Another fun tidbit, check out 11.3 of the rules, as it deals with security clearance and access to secret material by an "ex officio member". Might be useful to tie into potential 11.3 events if that member were to reveal something.
