From my experience only Individuals can meaningfully reflect, repent and apologize.
Since Borgs, like "this community" are made up abstractions that don't actually exist, Borgs, including "this community", can't actually apologize.
However asking a Borg to apologize rather than asking individuals to do so may, unfortunately, leave individual in a lethally comfy zone imagining that the responsibility to reflect and repent isn't up to them.
