I believe so. The House majority isn't obligated to pick a member as Speaker. I'm not sure if Presidential qualifications must be observed (natural born citizen, 35 or older) since the Speaker is third in order of succession.

Might not matter. If the Speaker does not satisfy the Presidential requirement, he gets passed over for the next in line of succession. But what if you run out? Shows that you can't think of everything.
