Pearl Harbor was a declaration of war by the Japanese. I'm not sure how responding to an act of war could be considered being "fooled", unless OP is suggesting Pearl Harbor was a false flag?
It is clear that Washington wanted the Japanese to attack, knew that they were going to attack, and FDR let it happen. He needed a legitimate reason to get into the war because his whole re-election campaign was promising to keep us out of it. Pearl Harbor gave him one. So not a false flag, but a green flag, like Israel knew about the Hamas attack but let it happen to further their own goals.
