If the dragon is Satan, as in the Bible, and the water is a reference to the nations (Bible--non-Jews), perhaps it suggests that Satan, arising out of the non-Jewish nations, will show himself in Israel somehow. Perhaps someone will show up in Israel with a plan for peace?
