The big assumption here is that they were "voted" in by their constituents. The odds are equally as good that these reps were Selected and not Elected.
If they were Selected, they would be beholden to those who Selected them, not the citizens who (didn't) vote for them.
So our representatives don’t like the people that voted for them to represent us telling them what to do. I really thought that was their job.

They don't care about the voting part.
It's the fact that you didn't pay them to do this. That's why they hate "grassroots pressure." There's no profit in it.
