It likely was supposed to. In the event the need arose.

It’s been long believed by many Strategists that the opening of any war with China would involve an opening salvo of Biowarfare attacks on Civilian Population Centers.

There is no such thing as “Private Enterprise” in China. The Chinese consider everything a potential Military resource to utilize. And Chinese Corporations. If they aren’t outright controlled by elements of the PLA or intelligence Apparatus. Are still expected to assist the CCP and PLA with any and all means at their disposal.
