This analysis on the words he used is off.

"I have been calling for now for quite some time" just needs commas to set "now" apart.

"Rome is burning Nero" describes how the citizens are blasting our tyrannical leader.

The use of "about" is how one might say this conversationally. That is absolutely how Gen. Flynn would say it.
