Yep, rings true.

Lots of folks think the rank and file is innocent, and most of them probably are. However, there are those that would sell their souls for advancement, and they don't care who they have to screw to do it. So the rank and file are involved in this kind of operation, and the punishment for cops and agents that frame others should be the most severe of any on the books.
