Actually, after looking at this little more closely. There have only been 56 speakers. Many people have been speakers multiple times but there's only been 56 total, but none of this answer is why he was introduced as 45 because he should be 56.
Bingo. That's as far as I have gotten with unraveling this mystery as well.
By the official record the 45th SOTH was John W. McCormack who served in the position from 1962 to 1971. This means the dates don't line up as nicely with the US becoming a corporation as we had previously thought.
But it might lineup with the first bankruptcy. Which I think did happen in 71 or the early 70s? So I wonder if that could have something to do with it.
I'll have to dig to see when the first bankruptcy actually happened. Cause there's been 3.

1933 was the 1st bankruptcy, not the 70's. 71 was when we left the gold standard so I doubt that is related.
