Perhaps it's just this... Years ago Jordan took many Palestinian refugees with the understanding they would be removed in 3 years. That was like 30 years ago, and they are still there, and it has been a problem in many ways. No one has done anything about that. So maybe Egypt hasn't forgotten this?
There is still a part of Amman you can't go to because it is a PLO enclave. The llast vestiges of the people left when they ran arafat out in the 70s. Many Palestinians located north in the area of Gerash. That are was visitable without any problems. A good book discussing this is called "the Kings council by the lawyer/handler whi uncovered rhe 1958ish plan to assasinTr king Hussain of Jordan and his brother king Faisal of Iraq. Faisal didn't make it. Hussain survived.
