This is worse than you think. This isn't a pay increase, it is a reimbursement mechanism. Reimbursements are completely tax free and do not show up on your W-2. They so the same with military for Bad is Allowance for Subsistence. It is a monthly stipend to pay for good and is theoretically a reimbursement. The same thing is done with Basic Allowance for Housing. The biggest difference is that the military is not getting nearly $3000 a month for food.
Officers get $311 per month and Enlisted get $452 per month for food. Any food they receive from base at the mess hall or dining facility is deducted from this amount (the member has to pay for each meal they eat at these locations). ~$3k per month is some fancy food money. I guess "pizza" is awfully expensive in D.C.
