I concur it was more a localized, regional conflict so far in the eastern front. The way that Ukrainian civilians are conducting themselves in Western Ukraine you would never guess that their entire country is in a state of all out war. On the flipside, Russia didn't go full tilt into war mode either but they did ramp up their war time production industry.
