Most of the ruling factions in the rest of the Middleeast baring maybe Iran and Afghanistan are comparatively moderate. And have struck a careful balance of power. Between their own domestic hardliners and the more moderate ruling groups. Introducing more hardliners would inevitably cause unrest.
