Blocking it would imply stopping it, so you can't even block it. You can ignore it, you can claw the ground as you're dragged by it, but you cannot stop it.

Perhaps this is referencing blocking in the way its experienced and understood in sports?

Blocking is, in that sense, an attempt to thwart an opponent; an attempt that can be, and in Trumps case, will be, overcome.
