It seems as though nothing awakens them from their stupor -- not war, not abuse of children, not skyrocketing inflation, not corruption -- nothing seems to phase them. There really seems to be no way to fix stupid.

Stupid people are not the problem. I've know stupid people who make very good decisions and smart people that don't.
I know a guy at work who's dumb as rocks, but he doesn't smoke or drink or do drugs or borrow money. He has faith in God and he enjoys life. Their are plenty of very smart people who do all of those things, and are miserable.
Wisdom is the key.
I've seen dumb people ask for advice, and then listen to it and do it, and are much better off. And I've seen plenty of smart people know what is right and what to do, but do not do it, myself included.
