I don't know where this is coming from but three different reporters covering the Trump trial said they are hearing offers of a settlement.
There's been private conversations between the Trump team and the State lawyers.
Alina Habba met with the judge one on one for at least a half hour.
They went to lunch, but court didn't start for while after the break.
Habba then left the courtroom.

No. Trump would be making the settlement offer to the state.
From what I understand, in normal situations its the prosecutors who make the settlement offer .
Why would that be?
It's a civil suit. There's no prosecutors.

Apparently the settlement rumor started with Trump himself. He mentioned the settlement conference on Truth social. yesterday
For context, here's what Trump said on Monday:
