They don't have the manpower to rule all of us, but they have more than enough manpower and tools to take us out a few at a time as we resist on a small scale.

Additionally, the focus is on watching meta-data, so trying to manually connect the dots on someone "off grid" takes real man power.
I saw one presentation on the Oct 7 Hamas attack, it concluded the ability to keep it secret was based on using zero technology, and the humans were apparently thoroughly vetted, so no meta-data for any AI or human to evaluate.
