That's a good question. I think we need to remember the DS tactic of planting CP on people's devices in order to punish them for going against them. Isn't there even a faint possibility that this guy was preparing to spill some beans? That should be the first thing we consider whenever these "wins" fall in our laps.
Well, I’m not sure they actually had to plant it there, however, they stop protecting him and allowed it to be found. But yes, they do that as well.
