He may have been able to get one lucky shot off, but I don't see how he could have gotten 4 off in the time stated, but someone else more familiar with that bolt-action rifle can chime in here about that.

The third and fatal shot came from the Secret Service car right behind the Presidential Limo. It was fired by accident. Although the neck wound probably would have been fatal.
