Almost all charities are scams (and money laundering) to some extent or other.

Not all because some of the rescue agencies were actually pretty good. I used to work with one in California. The CEO got burned out and she also got kicked out of CA due to high taxes.

She moved to TX. Wish she is still around doing the work because she can place a dog in no time.
