Home prices in record plunge The National Association of Realtors reports that home prices dropped a record 12.4% in the final quarter of 2008 - the biggest decline in 30 years.

She is saying that after the initial problem and reaction (remember that foreclosures didn't just happen over night but rather took 6 months to 2 years to get completed), people were left renting the properties that they originally were mortgaged and foreclosed on. Then the bank / lender (Fannie Mae which was basically nationalized during the crisis reaction phase) decided not to allow single home owners to rebuy their own property for cash but instead soldthe properties bundled together for millions top foreign investment firms.
All of this occurred during the end of Obama's first term or beginning of second term. Bush for all his failings did not cause this outcome (although I will say he would have gone the same direction had he been in charge then because he had the same controllers directing his actions).
