Bogus.

You wouldn't apply for a retaining wall permit by calling it a "Top Secret Retainaing Wall" in the description.

Also, the status is complete, but nobody reviewed the plan, and there was no engineering reviewer? I don't think so.

Fake unless proven un-fake.
