It's in my post history. Current searches only bring up that it was 'debunked' and they meant paper-cutters, and link to the tender is dead. It was a tender published on Canada government's website, originally it read 'guillotines' then after several months they silently changed it to 'paper-cutters'. I posted with the Wayback Machine link to the original page.
