Handing the American cabal over to Putin would only fuel the fire that Trump is Putin's stooge, and Russia, Russia, Russia would start all over from the media.

I don't think the optics will allow this to happen. If they are tried for their crimes it will have to be the US military that tries and executes them.

I dont see where its suggested that the cabal be handed over to Putin. I see international tribunals triggered by Articles V and VI of the Biological Weapons Treaty.
