The movies you mention use makeup and prosthetic devices, but the actor underneath can always be recognized. The characteristics of the voice can't be changed. We have never seen a mask demonstrated that can actually alter a person's face to mimic another, and be foolproof. I'm not saying they don't perhaps exist, only that we haven't seen a demonstration.
