They are the minor victims I believe. The list of "John Does" are not "Johns". Many of these people being disclosed are just peripheral witnesses, etc. I am not sure the reveal is going to be as big as people think it is.

It can compromise current, ongoing investigations. Sometimes they need to keep a lid on some findings from trials that overlap others.
