Pretty sure they are wise to it, but they have to check the situation out. Can you imagine the headlines if something was going on and they ignored it?

What I don't get is how they don't know who's calling in these false reports.

Realistically, two options:

a) They know and they don't care because they're a part of it

b) The people doing it are so good that even the federal government can't reach them

Considering the reach the federal government has and the fingers they can stick into many popular VPN providers...
