And his hair dye running... that was intentional, not sure the reasoning- could be to get more eyes on it, or a specific comm to some group Idk

That was a weird moment. I mean how in the hell does dye run? I’ve never seen that on anyone and I’m sure the people I know aren’t as wealthy or intelligent as Giuliani! Definitely strange.

It's called a temporary rinse. Roux™ is probably the most common brand. Any moisture, such as rain or sweat removes it.
