He did have power to challenge them yes.
Challenge but the VP can’t change the election results!!
He can prevent certification, moving it to the senate, who then votes for the president instead - potentially changing the results of the election.
That’s exactly what the Rats will do! Harris will take a page from Trump and do what Pence didn’t do.
