They are working exactly the way they’re supposed to work. It’s just a test to see if they know they can keep you from moving about the country freely. It’s working.

"Don't worry honey, we'll get you to the hospital for delivery right after the firmware updates. Shouldn't take but a second."

Never be on the bleeding edge of a software or firmware update! Let someone else go thru the thrill of dealing with something that won’t work. It usually gets fixed, but, sometimes takes a while.

Probably don't work if you forget to pay your phone bill as well.
