I agree it should be easier to access but public login wouldn’t be possible.. for instance, if it’s a video of a traffic stop and you’re not the party involved in the video then your personal information should/needs to be redacted prior to the release to the public and things of that nature but things like JFK suppressed info should be published on a website for all the search and review.
So every police car has a camera. Every police officer has a body cam. Call and get public records for all police involved for this call.

Then email it around to others or store on home hard drive and share it to others and if there is good stuff it will spread.

Wrong. There is no expectations of privacy in public. This is something g a lot of conservatives struggle with.
We want to see what officer ??? Did on a certain day and see videos of his interactions during said day.
It is public record for all tax payers.

So say a police officer goes into a private home. All that would need to be done is have that coded differently just as anything else is.
They could link it to GPS and all areas coded as residential. Just the home itself not the public side walk.
