If a computer plays any game with moves you would expect it to pick the best one so is "best" a technical term in all games?

i dont know about other games. i just know someone asked if "best" is a term in chess, and it's a term used by analysts to say the computer would have done that. it might also be used in checkers or something, but chess has an avid community of play analysis unlike most other board games
