I don't know if it's Seth, and I don't know if it is suggesting he's alive. (Hopefully. Wouldn't that be amazing?!) But the way Trump is laughing there - something we don't see him do all that much, especially that heartily - suggests something is up. So, if nothing else, it could be letting the DS know that Trump knows (and has the goods) regarding what happened with Seth. It would be absolutely glorious if Seth were alive and joined him on stage one day. I hope that is true.
As one other frog pointed out though - we don't yet know if this video is an official Trump video or if it were produced by a patriotic fan. I tend to lean toward it being an official Trump video. And if that's the case, it seems like he's ramping up to blow this whole thing sky high.

What does that have to do with anything? You implied the DS may have created a clip that somehow ended up in Trump's (or his team's) possession and wound up in one of his most powerful videos. Think about that for a minute. THAT'S OUTLANDISH.
