Had to think about this. Digging tunnels is exhausting. The tunnels I seen on the video look like crawling tunnels.

Going back to this. Maybe guy would be responsible for passing communications in between tunnels or moving anything from drugs to people as well as stood guard.
Or maybe those who were digging would get all sweaty and tired and that explains the sweaty head spot on the mattresses.

Lastly maybe they need a guard to keep all the rats from attacking each side of the tunnel. Did we not see the city selling what appears to be rats being cooked in the streets?
Colin Furze. Yep. It shows it is possible. When I lived in a town in northern Nevada/mining town—one of my friends had a house in the downtown section. Old house then. He took me by the laundry room and opened a door. Walked down a long hall way into a huge room that was underground.
No fixed ladder. Not even a real sense of how far down we were. Just a long hallway with a little slope.
We used to have parties down there and blast the music and strobe lights. Back then I never thought of it as a scary thing because it is a mining town. Yet it was one way down and one way up. From the surface nothing can be heard.
So they vote communism and tunnel around it while others are locked in their homes.
Why not just grow a pair? Or a backbone?
The claim I saw at the moment is these tunnels were built when lockdowns were going on.
No matter how this is viewed. Tunnels are for secrets.
