For those who care about truth, the headline has the information reversed. Should be:
"Secret tunnel discovered by neighbors, city sends crew to fill it in, Jewish secret tunnel-diggers impede city contractors and break their equipment, police called who them proceed to arrest the violent Jewish extremists who continued protesting even after the police came."
Did the police arrest the culprits, or people trying to uncover the tunnel?

I would guess excavation of that nature is illegal in NYC and for some good reasons. There's over a century of poorly documented history of subterranean infrastructure. Water, gas, sewage power, communications, not to mention active and inactive subway tunnels. Plus much of the city is barely above sea level.
