That is only necessary when you don't have a registry of eligible voters. In my country all eligible voters are sent a voting slip (not ballot), that tells you where to vote (usually a local school gym). When you vote, you hand back the slip and are crossed off a list. You can't vote twice.
Of course you may do early voting by going to town halls or public libraries, but here you have to show id, and can no longer vote at your designated area (you are off the list).
